Proceedings before authority to be judicial proceedings and Members and officers of authority to be public servants are defined under section 61 and 62 of Land Acquisition Act 2013. Provisions under these Sections are:

All proceedings before the Authority shall be deemed to be judicial proceedings within the meaning of sections 193 and 228 of the Indian Penal Code and the Authority shall be deemed to be civil court for the purposes of sections 345 and 346 of the Code of criminal Procedure, 1973
Section 62 of Land Acquisition Act 2013 "Members and officers of authority to be public servants"
The Member and officers of the Authority shall be deemed to be public servants within the meaning of section 2 1 of the Indian Penal Code.
