Background: declaration form for advocates enrolled after July 2010
In 2016, the Bar Council of Delhi received directions concerning submission of a declaration form by advocates enrolled after July 2010. The older Delhi notice referred to advocates enrolled on or after 1 August 2010 and required submission of the prescribed declaration with supporting documents and photographs.
That notice should now be understood as historical background. Verification requirements have since been administered through later Bar Council of India rules, amendments and Bar Council of Delhi verification notices. An advocate should therefore not use an old declaration-form PDF, an old filing address, an old deadline or an archived procedural instruction unless the current Bar Council expressly requires it.
Current legal framework for advocate verification
The Bar Council of India Certificate and Place of Practice (Verification) Rules, 2015 apply to advocates whose names appear on State rolls maintained under Section 17 of the Advocates Act, 1961, subject to the structure, exceptions, amendments and later directions contained in the applicable rules.
The purpose of the verification framework is to maintain accurate records of practising advocates and identify advocates who are not in regular legal practice or whose professional status requires verification. State Bar Councils implement the verification exercise in accordance with BCI rules and directions.

How to comply with the current Bar Council verification process
- Check the latest State Bar Council notice. Confirm whether verification is open, the category of advocates covered, the current last date and whether filing is online, offline or both.
- Use only the current prescribed form or portal. Do not rely on a form downloaded from an old notice or an archived third-party page.
- Enter enrolment and professional particulars accurately. Details should correspond with the State Bar Council's roll and supporting records.
- Upload or attach the documents currently required. Requirements may vary according to enrolment date, AIBE status, place of practice and the State Bar Council's latest directions.
- Pay only the fee presently prescribed, if any. The older Delhi declaration-form notice stated that no process fee was required for that exercise; that historical statement should not be assumed to govern a current verification process.
- Retain proof of submission. Save the acknowledgement, receipt, application number or other confirmation generated by the Bar Council.
- Check verification status. Follow any deficiency notice and provide further documents if called for by the Bar Council.

Last date for declaration or verification
There is no single historical date that should be displayed as the permanent current deadline for Delhi advocates. The Bar Council of Delhi has issued successive notices regarding its verification process. Its current notices page includes verification-related notices dated 9 July 2025, 9 October 2025, 11 November 2025 and 25 November 2025.
Because a verification window may be reopened, extended, closed or replaced by a later direction, advocates should confirm the operative date directly from the latest BCD notice before filing.
AIBE and Certificate of Practice
The Bar Council of India describes the All India Bar Examination as a certification examination for candidates covered by the AIBE regime. BCI states that the examination was approved in 2010 and that candidates who clear it are awarded a Certificate of Practice, subject to the applicable eligibility rules and current BCI directions.
AIBE requirements and State Bar Council verification are related professional-compliance matters but should not be treated as identical processes. An advocate should separately comply with any AIBE/Certificate of Practice requirement applicable to the advocate and any State Bar Council verification requirement.
What happened to the older 2016 declaration-form procedure?
