Mizoram Police FIR & Online Complaint: Updated CCTNS Guide
Citizens in Mizoram can use police and CCTNS citizen-service channels for complaint-related services, while information about a cognizable offence is governed by Section 173 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS). This page explains the current legal position and the safest way to use official online police services.
Current law: Section 173 BNSS
The Bharatiya Nagarik Suraksha Sanhita, 2023 came into force on 1 July 2024 and replaced the Code of Criminal Procedure, 1973 for the new criminal-procedure framework.

How to lodge an online police complaint in Mizoram
- Start with the official Mizoram Police website Visit police.mizoram.gov.in and use the citizen-service or CCTNS links currently displayed there.
- Use only an official government portal Avoid old bookmarked pages or third-party login links. Government portals and service URLs can change over time.
- Create a citizen login if required If the active CCTNS service asks for registration, create an account using accurate contact and identity information.
- Select the relevant complaint or citizen service Choose the service that most closely matches your requirement. Do not select an unrelated service simply to obtain an acknowledgement.
- Enter complete incident details Provide the date, time, place, description of the occurrence and identifying information about persons, property or vehicles involved, where known.
- Upload supporting material Attach documents, photographs or other supporting files only where relevant and permitted by the portal.
- Submit and preserve the acknowledgement Save the acknowledgement, application number or complaint reference generated by the portal for tracking and future correspondence with the police.
CCTNS citizen services
The Ministry of Home Affairs states that State Police Citizen Portals under CCTNS provide services such as filing complaints, checking complaint status, obtaining FIR copies, viewing information about missing persons and stolen/recovered property, submitting verification requests and applying for various police NOCs.
Complaint versus FIR
An online complaint is a method of bringing information to the police. An FIR is the formal recording of information relating to a cognizable offence under the applicable criminal-procedure law. The two should not be treated as interchangeable.
If the information discloses a cognizable offence, Section 173 BNSS is relevant. For non-cognizable matters, the procedure is governed separately by Section 174 BNSS.
If police refuse to record information about a cognizable offence
Section 173(4) BNSS provides a statutory remedy where the officer in charge of a police station refuses to record the information referred to in Section 173(1). The aggrieved person may send the substance of the information in writing and by post to the Superintendent of Police concerned, who may investigate or direct an investigation where the statutory conditions are satisfied.
National Digital Police services
The Government of India's Digital Police platform provides national-level citizen services under CCTNS. These include services such as Missing Persons search, Generate Vehicle NOC, Proclaimed Offenders information and locating the nearest police station.
