Punjab Residence Certificate: Apply Online, Fee, Status & Download

Punjab Residence Certificate is a service of the Department of Personnel, Government of Punjab. The current service can be accessed through Connect Punjab, a Sewa Kendra, or the Doorstep Delivery service. Applicants can later track the application and download the issued certificate online.

Old eDistrict Punjab instructions are outdated

The previous page relied on the old edistrict.punjabgovt.gov.in website and screenshots. Punjab's current Residence Certificate service information directs applicants to the Connect Punjab portal, Sewa Kendras, or Doorstep Delivery. The old screen-by-screen eDistrict instructions have therefore been removed.

How to Apply Online through Connect Punjab

  1. Open Connect Punjab.
  2. Register and create your citizen profile if you do not already have an account.
  3. Search for Punjab Residence Certificate under the Department of Personnel.
  4. Enter the required applicant and beneficiary information.
  5. Upload the prescribed identity proof, address proof and category-specific documents.
  6. Pay the applicable Government and facilitation fees displayed by the portal.
  7. Submit the application and save the application/reference number for tracking.

Other Ways to Apply

Punjab Government currently publishes three application modes for this service: Connect Punjab, Sewa Kendra and Doorstep Delivery.

Documents Required

The current Punjab Government service sheet lists identity proof and address proof as core requirements. Additional proof depends on the residence category claimed by the applicant.

  • Identity proof: Aadhaar/e-Aadhaar, Voter ID, Passport, Driving Licence, PAN Card or another accepted identity document.
  • Address proof: Passport, Voter Card, Aadhaar/e-Aadhaar, Government/PSU address certificate or another accepted proof.
  • Immovable property category: copy of Fard or Sale Deed where the applicant relies on qualifying immovable property in Punjab.
  • Born in Punjab category: birth certificate, passport or prescribed verification from the relevant local/public authority where applicable.
  • Any other document required by the portal for the category selected.

Form-Less Service

The latest Punjab Residence Certificate service sheet describes the service as form-less. This means applicants using the current service channel should follow the online/Sewa Kendra data-entry process and document checklist instead of relying on the old seven-page application form previously circulated for the service.

Track Application Status and Download Certificate

After submission, use the application/reference number to track status on the official Punjab service portal. When the application is delivered, eServices Punjab states that users can open the delivered application and select the Output Certificate to view or print the e-Certificate.

Issued e-Certificates can also be verified by entering the application reference number and token number in the certificate-verification facility on eServices Punjab.

Applicable Punjab Public-Service Law

Punjab Government public-service delivery is governed by the Punjab Transparency and Accountability in Delivery of Public Service Act, 2018 (Punjab Act No. 16 of 2018). The Act provides the framework for notified services, designated officers, stipulated time limits, fees, appeals and electronic delivery of public services.

The Punjab Transparency and Accountability in Delivery of Public Service Rules, 2021 supplement the Act and regulate matters including application forms, document checklists, acknowledgements and electronic service delivery.

Important Notes

  • Use the current Connect Punjab or Sewa Kendra process rather than old eDistrict screenshots.
  • Choose the residence category that actually applies to you and upload the supporting proof for that category.
  • Do not assume that Aadhaar alone establishes every eligibility requirement for a Punjab Residence Certificate.
  • Keep the application reference number and payment acknowledgement until the certificate is issued.
