Births and deaths in Uttar Pradesh are registered through the Government of India's Civil Registration System (CRS), operated under the Office of the Registrar General & Census Commissioner, India. Computerised birth and death certificates are issued by registration units in the State.
The exact citizen option available on CRS can depend on the registration unit and the record. For a newly reported birth, the hospital, medical institution, local registrar or other prescribed informant normally sends the birth information for registration. For an existing record, use the citizen services made available on CRS or contact the Registrar for the place where the birth occurred.

How to register, search or obtain a UP birth certificate
- Open the official CRS portal. Visit the Civil Registration System and choose the relevant citizen/registration service that is available for the record.
- Select the appropriate birth service. Depending on the case, this may relate to reporting a birth, accessing a registered event, or obtaining a certificate.
- Enter the requested record details. Keep the registration number or other birth particulars available. The fields shown by the official portal should be treated as authoritative.
- Complete verification. Enter the captcha, OTP or other verification requested by the portal.
- View or obtain the certificate when available. If the record has been registered and the online certificate facility is enabled for that registration unit, follow the portal option to obtain the certificate.
If the record cannot be found online, contact the local Registrar of Births and Deaths having jurisdiction over the place of birth. Older or legacy records may require verification by the registration unit before a certificate can be issued.
Law governing birth certificates and delayed registration
The principal law is the Registration of Births and Deaths Act, 1969, as amended by the Registration of Births and Deaths (Amendment) Act, 2023. The 2023 amendments came into force on 1 October 2023.

The amended Act also provides that, for a person born on or after the commencement of the 2023 Amendment Act, the birth certificate issued under the Act is to be used to prove date and place of birth for specified purposes including admission to an educational institution, driving licence, voter list, marriage registration, certain public appointments, passport and Aadhaar.
