Central Civil Services (Conduct) Rules, 1964

The Central Civil Services (Conduct) Rules, 1964 prescribe standards of conduct for Central Government servants to whom the Rules apply. They regulate matters such as integrity and devotion to duty, political activity, associations, demonstrations, media interaction, official information, gifts, private employment, investments, property transactions, marriage and other aspects of official conduct.

Who do the CCS (Conduct) Rules apply to?

Subject to the exclusions and qualifications contained in Rule 1, the Rules apply to persons appointed to a civil service or post, including civilians in Defence Service, in connection with the affairs of the Union. Certain categories, including members of an All India Service and persons governed by specified Railway conduct rules, are dealt with separately under the application provisions.

Core standards under Rule 3

Rule 3 requires Government servants to maintain absolute integrity, devotion to duty and conduct becoming of a Government servant. The updated rule also sets out broader standards relating to constitutional values, political neutrality, ethical conduct, accountability, transparency, public interest, avoidance of conflicts of interest, lawful conduct, confidentiality, fairness and professionalism.
