Odisha provides online birth-registration and certificate services through the Odisha Birth & Death Registration System (OBDRS). The portal covers urban and rural registration units and offers online certificate application, status checking, downloading, correction and domiciliary registration services.

How to Apply for an Odisha Birth Certificate Online

If a birth has already been registered, the certificate can generally be requested using the registration details available in OBDRS. The portal also provides separate facilities for domiciliary registration and registration-status checking.

Open OBDRS Citizen Services.
Visit the official Odisha Birth & Death Registration System citizen-services page.
Select the birth service.
Choose the relevant option such as Apply Certificate, Registration Status, Domiciliary Registration, or Registration Correction.
Choose your location.
Select the district and the applicable registration unit/local authority.
Enter the requested birth details.
Depending on the service, the portal may ask for date of birth and a registration number, institutional request number, mobile number, application/request number, or other identifying details.
Submit the request.
Follow the on-screen instructions, upload or provide supporting information where required, and retain the application/request number for tracking.

Check Odisha Birth Certificate Status & Download

OBDRS provides an online Check Application Status / Download Certificate facility. The official portal states that a certificate can be searched using relevant application or registration information. Available search fields can vary according to the service and record.

Open Citizen Services.
Select Check Application Status / Download Certificate.
Select Birth.
Choose the birth-registration service and your district/registration unit if prompted.
Enter the search details.
Provide the date of birth and the requested application, registration, mobile, request or other available details.
Search and download.
If the certificate has been issued and is available electronically, use the portal's download option.
Portal screens and required fields can change. Always follow the current instructions displayed on OBDRS rather than relying only on older screenshots or legacy ULB Odisha menus.

Correction of an Odisha Birth Registration

OBDRS currently provides a dedicated Birth Registration Correction service. The correction page asks users to select the district and registration unit, provide the date of birth, and search using an application number or registration number before proceeding with the available correction workflow.

Latest Law Governing Birth Registration

Birth registration in India is governed by the Registration of Births and Deaths Act, 1969, as amended by the Registration of Births and Deaths (Amendment) Act, 2023. The 2023 amendment came into force on 1 October 2023 and introduced, among other changes, statutory support for digital registration and electronic delivery of birth and death certificates.

For a person born on or after 1 October 2023, the amended law provides for use of the birth certificate as a single document for proving date and place of birth for specified statutory purposes. The Central Government also circulated the Model Registration of Births and Deaths (Amendment) Rules, 2024 to States and Union Territories for framing corresponding rules.
