Birth and death registration: current legal position
Births, deaths and stillbirths in India are governed by the Registration of Births and Deaths Act, 1969, as amended by the Registration of Births and Deaths (Amendment) Act, 2023, together with the rules applicable in the relevant State or Union Territory.
The 2023 amendment, effective from 1 October 2023, introduced a statutory framework for digital registration, electronic delivery of certificates and national/state databases of registered births and deaths. It also provides that, for a person born on or after 1 October 2023, the birth certificate is to serve as a single document for proving date and place of birth for specified purposes under the Act.
Delhi: current birth and death certificate services
The former East, North and South Delhi municipal corporations were unified into the Municipal Corporation of Delhi (MCD). Birth and death registration, verification and certificate services for MCD areas should therefore be handled through the current MCD system. New Delhi Municipal Council (NDMC) continues to provide separate birth, stillbirth, death and child-name-inclusion services for its area.

The applicable procedure depends on the law under which the marriage is registered and on the State or Union Territory rules and portal.
