RCMC) s a certificate issued by the Federation of Indian Export Organizations (FIEO) and/or one of the various Export Promotion Councils (EPC) or Commodity Boards - primarily agencies and organizations that work towards the promotion and development of export businesses and are authorized to do so by the Government of India. Companies which are applying for Import Export License need to apply for RCMC to avail concession or benefit under Foreign Trade Policy. This Certificate is not required to be obtained for those exempted under Export Import Policy. Any changes made in name, address, ownership or constitution should be informed to RCMC Registering authority within a month of such change. The Registered member is required to furnish quarterly returns providing the details of exports to registering authority.
Exports needs to apply for RCMC if the Exporter is:
- Seeking authorization to export (or import) any restricted item
- Planning to claim various benefits under the Foreign Trade Policy
- Looking for benefits offered by the Customs and Central excise authorities
Note that an RCMC is applicable even when you plan to export two or more
products that fall under different categories and hence different EPCs.
RCMC registration can be obtained by an exporter from Federation of Indian Exporters Organizations (FIEO) or a relevant Export Promotion Council (EPC).
RCMC registration can be obtained by a status holder from Federation of Indian Exporters Organizations (FIEO).
RCMC registration may be obtained If export product is not covered by any EPC.
RCMC registration shall also be obtained by exporters of forest produce and value added products from Shellac and Forest Products Export Promotion Council (SHEFEXIL).
It is required for Software exporters to register themselves with Electronic and Computer Software EPC (ESC).
It is required for exporters of 14 listed services to register with Services EPC whereas other service exporters are required to register with FIEO.
To become a member of EPC, an exporter has to file an application in the
prescribed format. Thereafter RCMC is granted of the concerned EPC after
admitting to the membership.
To get registered as manufacturer/exporter, an exporter requires to give
evidence to that effect. To become associate members of EPC, prospective or
potential exporters may also file an application.
For above mentioned purpose an application is required to be filed in a
specified format along with the following necessary documents:
(a) Application form where the details of the product are specified for Registration-cum-Membership is required.
(b) Certified copy of the Import Export Code (IEC) issued by the concerned licensing authorities.
(c) Copy of bank certificate, for verifying applicant's financial soundness.
(d) Where registration is sought as Manufacturer Exporter, SSI/IEM certificate.
(e) A declaration in relation to the effect on exports and imports in preceding financial year.
(f) In case of Companies, copy of Memorandum and Articles of Association whereas partnership deed in case of partnership firms.

In the case of a service exporter already in business, three years' services
export data certified by the exporter's Chartered Accountant has to be provided.
Proof of payment of membership fee to the Services Export Promotion Council (SEPC)
also has to be provided.
In case the name of the signing authority does not appear in the IEC/MOA/Partnership
Deed/Trust Deed, etc., a self-certified copy of the Board Resolution or Power of
Attorney issued in favor of the signing authority has to be provided.
Validity is for 5 years starting from 1st April to 31st March.
In case of following changes in the RCMC holder such as:

Constitution:
Ownership or Address
Then it is obligatory for the RCMC holder to intimate about such change
within a period of one month to the authority from the date of the occurrence of
such changes.
Where there is a genuine reason for delay, registering authority may condone
delay on submission of necessary evidence by the exporters.
Reports Required to be Furnished
The Registration holder should furnish quarterly returns and details of
exports to the concerned EPC by the exporters. However, in specified formats
quarterly returns can be submitted to the FIEO by the status holder.
De-Registration of RCMC
In case of violation of RCMC registration conditions, registering authority
has powers to de-register RCMC holder. However, a show cause notice shall be
served to RCMC holder and reasonable opportunity shall be given to make
representation against the proposed de-registration.
Appeal Against De-Registration
Appeal against de-registration should be filed a within a period of 45 days to DGFT or other designated agency. Decision of appellate authority shall be considered final.
