Section 173 BNSS: information in cognizable cases
Section 173 of the Bharatiya Nagarik Suraksha Sanhita, 2023 deals with information in cognizable cases. The BNSS came into force on 1 July 2024 and replaced the Code of Criminal Procedure, 1973 for the matters governed by the new law.
Under Section 173(1), information relating to the commission of a cognizable offence may be given to the officer in charge of a police station irrespective of the area where the offence was committed. The information may be given orally or by electronic communication. Where it is given electronically, it is taken on record on being signed by the informant within three days.
This provision is important for two modern procedures:
- Electronic information / e-FIR process: information concerning a cognizable offence can be communicated electronically, subject to the statutory signing requirement.
- Zero FIR: territorial jurisdiction does not prevent information about a cognizable offence from being given at a police station merely because the offence occurred in another area.
How to use Haryana Police online citizen services
The earlier portal and screenshots previously used on this page are no longer a reliable description of the current Haryana Police interface. The current Haryana Police Citizen Centric Portal provides Citizen Login and access to citizen-facing services such as FIR Download and Inform Police.
- Open the official Haryana Police portal. Use the Haryana Police Citizen Login page and sign in or create an account where the selected service requires authentication.
- Select the appropriate citizen service. Choose the service matching your purpose, such as informing police, checking available citizen services, reporting lost property where available, or accessing FIR Download.
- Enter accurate complainant and incident information. Provide your contact particulars, location, date and time, description of the occurrence, known suspect details if any, and other information requested by the portal.
- Upload supporting material where the service permits it. Keep documents, photographs, invoices, identification details, transaction records or other relevant material ready if they support the report.
- Submit and retain the acknowledgement. Save the complaint, reference or acknowledgement number generated by the portal for follow-up.
- Complete any statutory follow-up. If information relating to a cognizable offence is given electronically under Section 173 BNSS, comply with the requirement for the information to be signed within three days.
What information should be kept ready?

Online complaint and FIR are not always identical
A citizen portal can receive different kinds of requests. Some submissions concern lost property, verification, missing persons, traffic matters or general information, while a First Information Report concerns information relating to a cognizable offence. The legal treatment of a particular submission depends on its contents and the applicable law.
If the facts disclose a cognizable offence, Section 173 BNSS is the principal provision governing the giving and recording of such information. For offences punishable with imprisonment of three years or more but less than seven years, Section 173(3) also permits a preliminary inquiry in the circumstances and subject to the safeguards stated in that provision.

Haryana Police currently provides an official FIR Download service through its Citizen Centric Portal. Follow the fields and authentication requirements shown on the official portal. Availability of a particular FIR or document can depend on the category of case, publication rules, investigation status and the information entered.

Gurugram Police and jurisdiction
Gurgaon is now officially known as Gurugram. Haryana Police operates the Police Commissionerate, Gurugram. If you know the concerned police station, selecting or contacting that police station can help route the matter efficiently. However, for information relating to a cognizable offence, Section 173 BNSS expressly uses the words "irrespective of the area where the offence is committed," which supports receiving such information without making territorial jurisdiction a threshold barrier.
