National Common Mobility Card (NCMC) was launched on 4 March 2019. One Nation One Card will enable people to pay multiple kinds of transport charges including metro services and toll tax across the country. The 1st phase of Ahmedabad metro train service was launched by the Prime Minister.
Advantages of NCMC Ecosystem
NCMC fulfils the dream of One Nation One Card (ONOC). Now, people may carry only
one card i.e. an NCMC card which is a regular debit/credit card equipped with an
additional wallet functionality. This card can be used for all purposes like
cash withdrawal, retail shopping and the wallet function can be used for low
value payments like Metros, BRT etc. across various cities.
NCMC ecosystem also greatly benefits the transit operators as it reduces their
dependency on foreign technology, leading to reduced installation and
maintenance cost of AFC System and reduced import bill due to local development
and manufacturing.
NCMC ecosystem will also facilitate large scale indigenous production and
deployment in Indian transit system and benefit the nation through greater job
generation and self-reliance.
NCMC - Field Trials at Delhi Metro Rail Corporation (DMRC)
In order to showcase the entire NCMC Eco-system for digital fare collection, the
complete AFC system has been deployed in Delhi Metro Rail Corporation (DMRC)
across few stations for field trials. The pilot implementation at DMRC was
inaugurated by MoHUA on Jan 31st, 2019 and has been running successfully since
then. This pilot will help to improve hardware reliability and will help in fine
tuning of the software. Under this pilot, NCMC cards have been issued by
multiple banks to the selected users for use in their daily commute on the metro
trains.
One Nation One Card would be an inter-operable transport card which would
allow the card holders to pay for their bus travel, toll taxes, parking charges,
retail shopping and can even withdraw money. After inaugurating the 6.5 km
stretch of phase I of Ahmedabad Metro, connecting Vastral to Apparel Park Area,
PM has also taken a ride on the metro.
This "Made In India" developed NCMC is a one-of-its-kind card and the country
now no longer have to rely on foreign technology. Only a few selected countries
have this technology of performing inter country operations.
One Nation One Card by Prime Minister Narendra Modi
One Nation One Card runs on RuPay Card and this would eliminate all the travel related problems of citizens. Sometimes, people does not have the change to pay in cash while making travel in metro, bus, train or for toll and parking. To overcome this issue, an automatic fare collection system was introduced. India used to import this One Nation One Card system from foreign countries. As these systems were made by different players, a card issued in 1 city does not works in another city. Thus, govt. has asked various ministries, departments and banks to resolve this issue. Now the dream of One Nation One Card has finally been realized.
National Common Mobility Card (NCMC)
People can even withdraw money using this National Common Mobility Card (NCMC).
People can utilize this RuPay card to travel in metros in any part of the
country. In simple terms, the central govt. has merged RuPay card with the
mobility card. As per the official sources, NCMC cards are bank issued cards on
debit / credit / pre-paid card product platform.
Any customer can utilize this One Nation One Card to make payments across all
segments which includes metro, bus, suburban railways, toll, parking, smart city
and retail shopping. This NCMC card will have stored value on card which will
also support offline transactions across all travel needs with min. financial
risks to all the involved stake-holders. Moreover, this card will also comprise
of a service area feature which supports operator specific applications like
monthly passes, season tickets etc.
The National Common Mobility Card (NCMC) has been launched in India with the
tagline of 'One Nation One Card' on March 04, 2019.
The High level Committee on Deepening of Digital Payments (CDDP) under
chairmanship of Shri Nandan Nilekani has, inter-alia, also recommended that NCMC
cards be usable at all transit locations. All new metro, and transit payments
should be made interoperable through NCMC.
The NCMC card has 2 instruments on it - a regular debit card which can be used
at an ATM, and a local wallet (stored value account), which can be used for contactless payments, without the need to go back to the server or additional
authentication. It is envisioned that a single card will be usable for all local
travel needs across the country.
As apprised by Reserve Bank of India (RBI), the Committee has submitted its
report to RBI and is available on the RBI website.
As apprised by Ministry of Housing and Urban Affairs (MoHUA), the National
Common Mobility Card is an open loop card, which can be used for all local
travel needs in the country. This is aimed at low value payments for various
segments e.g. Transit, Smart cities, Toll, Parking and other low value merchant
payments, in addition to the normal day to day retail payments. The vision
behind the introduction of this card is to have interoperability, based on open
standards.
MoHUA has further informed that there is provision of storing money on the card,
which can be used for contactless payments across various use cases like toll
transit, parking etc. The wallet where money is stored is referred as
Global/Card wallet. Also, any refund pertaining to the transactions done using
global/card wallet will be credited in the replica of the wallet maintained at
bank''s end, which further can be added to Global/Card Wallet by the customer.
This was stated by Smt. Nirmala Sitharaman, Union Minister of Finance &
Corporate Affairs in a written reply to a question in Lok Sabha today.
