Important legal point: MCD mutation/e-Change of Name updates the taxpayer/owner name in municipal property-tax records. Under the MCD's unified policy referring to Section 128 of the Delhi Municipal Corporation Act, 1957, mutation for property-tax purposes does not by itself create or confer legal title or ownership rights.

What is a Delhi property mutation record?

A property mutation record reflects a change of name or ownership particulars in the Municipal Corporation of Delhi's property-tax records after a transfer such as sale, gift, inheritance, succession or another recognised mode of transfer. MCD currently describes the online facility as Mutation/e-Change of Name in Municipal Record.

The property-tax mutation record should not be confused with the registered title deed. The registered instrument and other title documents remain relevant for establishing ownership, while MCD mutation is principally maintained for municipal property-tax administration.

How to search and download a Delhi property mutation record

  1. Open the official mutation-record page. Visit the MCD Property Mutation Records page from the official MCD portal.
  2. Select the SRO office. Choose the Sub-Registrar Office connected with the property's registration.
  3. Enter the registration number. Type the registration number exactly as recorded in the registered document.
  4. Enter the registration date. Use the date format requested by the MCD portal and complete the captcha.
  5. Search the record. Select Search. If a matching mutation/e-Change of Name record is available, follow the portal options to view or download the certificate/details.
If no record is found: re-check the SRO, registration number and registration date. A missing search result does not necessarily mean that no mutation exists. Depending on the transaction and date, you may need to sign in to the MCD Property Tax portal, search the property by UPIC/Property ID, request UPIC transfer, or file an e-Change of Name application.

How to apply for e-Change of Name / mutation on the MCD portal

The current MCD citizen manual uses a registered citizen account and the Property Tax dashboard. Broadly, the process is:

  1. Open the MCD portal and sign up or log in using the available authentication method.
  2. Open Property Tax services.
  3. Locate the property using UPIC/Property ID or the available property-search options.
  4. If the property is not available, use the appropriate option for a new UPIC or property registration, where applicable.
  5. From the property dashboard, choose the action for e-Change of Name / e-Mutation.
  6. Enter the transfer and applicant details and upload the required documents.
  7. Pay the applicable mutation fee shown by the portal and submit the application.
  8. Track the application, rectify any deficiency raised by MCD and download the certificate after approval.

Transactions registered on or after 1 April 2019

Under MCD's unified policy, cases involving a registered sale deed, registered agreement to sell, conveyance deed by a land-owning agency or registered gift deed with effect from 1 April 2019 may be auto-triggered from Sub-Registrar records. The MCD policy states that a separate e-Change of Name application is generally not required in such auto-triggered cases. If the automatic process does not occur, an application can be made through the MCD portal.

Mutation fee and processing time

MCD's published service information lists an e-Change of Name service timeline of up to 30 days for applicable cases and lists a fixed mutation fee of ₹1,500. Portal rules and fees can be amended, so verify the amount generated on the official MCD portal before payment.

UPIC and property search

UPIC is the property identifier used in MCD's Property Tax system. The current MCD portal provides a Search Property Details facility and allows searches using identifiers or combinations such as UPIC/Property ID, tax receipt details, colony and owner details. If an entire existing property has been purchased and its UPIC is known, the citizen manual also provides a workflow for requesting transfer of the UPIC.

Frequently asked questions

Does MCD mutation prove ownership of a Delhi property?

No. MCD's unified policy expressly states that the name change/mutation in Assessment & Collection Department records is for property-tax purposes and does not itself confer legal title or ownership rights.

Can I search a mutation record without logging in?

The official Property Mutation Records page provides fields for SRO Office, Registration Number, Registration Date and captcha. For applying for e-Change of Name or managing a property through the Property Tax dashboard, citizen login may be required.

What should I do if I do not know the UPIC?

Use the MCD property-search facility. Where the property cannot be found or a new property/part of an existing property requires a separate identifier, the citizen manual provides an option to apply for a new UPIC.

Is a separate mutation application always required after a registered sale?

Not always. MCD's unified policy says specified registered transfers with effect from 1 April 2019 may be auto-triggered from registration records. If the automatic update does not occur, the taxpayer can apply on the MCD portal.
