RTO Online Services in India: RC, NOC, Tax, Fitness, Permit, Fees & Document Upload

Vehicle owners can use the Ministry of Road Transport and Highways' Parivahan/VAHAN citizen services for many registration-certificate and vehicle-related transactions. The exact online facility, authentication method, documents, fee and requirement to visit an RTO depend on the State or Union Territory and the service selected.

Important: Use the official Parivahan/VAHAN portal for the actual application, payment, document upload and status check. Never pay a private website merely to access a Government service unless you have independently verified the service provider and charges.

Change address in RC

Apply to record a new address in the vehicle Registration Certificate, subject to the documents and verification required by the concerned registering authority.

Duplicate vehicle RC

Apply for a duplicate Registration Certificate where the original RC is lost, destroyed or otherwise requires replacement.

Hypothecation services

Add, continue or terminate a hire-purchase, lease or hypothecation entry in the RC, as applicable.

Alteration of vehicle

Apply to record permitted alterations or changes in vehicle particulars where the service is enabled.

Vehicle NOC

Apply for a No Objection Certificate for transfer or assignment of a vehicle to another registering authority or State, where applicable.

Pay motor vehicle tax

Pay applicable vehicle tax online where the State/UT has enabled the service and online payment mode.

Renew fitness certificate

Apply for renewal of a fitness certificate and, where required, book a slot for vehicle inspection.

Make online tax payment for supported vehicle classes and periods through the authorised State/UT or VAHAN facility.

High Security Registration Plate (HSRP)

Follow the procedure prescribed for the vehicle and State/UT. Use only an authorised HSRP channel for booking and payment.

How to use RTO online services

  1. Open the official VAHAN vehicle-related service and select the concerned State/UT or registering authority where prompted.
  2. Enter the vehicle registration number and other required identifiers. Authentication may use OTP, Aadhaar-based authentication or another method enabled by the State/UT.
  3. Select the required service and complete the application details.
  4. Upload supporting documents when the Document Management System (DMS) option is enabled.
  5. Review the fee and tax details, then pay only through the payment gateway shown on the official portal.
  6. Save the application number and receipt. Use the application-status or transaction-status facility to track progress.
  7. If an appointment, inspection or original-document verification is required, attend the concerned RTO on the scheduled date with the required originals and receipts.

Registration, documents and fee payment

Some services require one-time user registration or login, while others may begin with vehicle details and OTP-based authentication. The official system supports facilities such as document upload, fee payment, appointment booking, transaction history, re-verification of payment, receipt reprint and application-status checking. The documents and fee vary with the transaction and State/UT.

Frequently asked questions

Are all RTO services available fully online?

No. Availability varies by State/UT and transaction. Some services can be completed without a visit, while others may require vehicle inspection, biometrics, original-document verification or an appointment at the RTO.

Can I upload documents after submitting an application?

Where enabled, VAHAN provides facilities to upload pending documents or modify uploaded documents. Use the application or transaction details requested on the official portal.

What should I do if an online payment is pending or failed?

Do not immediately make a second payment. First use the official transaction-status or re-verify-payment facility and check whether the amount has been captured. Keep the transaction reference and receipt details for grievance handling.

Is vehicle tax the same in every State?

No. Motor vehicle tax is substantially governed by State/UT taxation law, so rates, payment periods, exemptions and calculation methods can differ.
