Odisha Police Online Complaint & FIR Guide

Use Odisha Police citizen services to lodge an online complaint or service request, report lost property/documents, track requests and access FIR-related services. For cognizable offences, FIR registration is governed by Section 173 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS), which has been in force from 1 July 2024.

Important: An online complaint and an FIR are not always the same thing. A complaint submitted through a citizen portal may be examined by the police and, where the information discloses a cognizable offence, the applicable FIR procedure under Section 173 BNSS follows.

Latest law: Section 173 BNSS and electronic information

Section 173 BNSS deals with information relating to cognizable offences. The provision permits such information to be given orally or by electronic communication, irrespective of the area where the offence was committed. Information sent electronically must be signed within the period prescribed by the section.

The BNSS replaced the Code of Criminal Procedure, 1973 for new criminal procedure matters from 1 July 2024, subject to applicable savings and transitional provisions.

How to lodge an online complaint with Odisha Police

Open the official Odisha Police website.
Start from the official domain and use the available citizen-services or complaint options. This reduces the risk of using outdated third-party or duplicate links.
Select the relevant citizen service.
Depending on availability, services may include lodging a complaint, reporting lost property/documents, downloading an FIR copy, final-form copy, tenant/employee verification and other police services.
Register or sign in if required.
Enter the details requested by the official portal, such as your name, mobile number, email address and account credentials. Use a mobile number and email that you can access for OTPs or status messages.
Describe the incident accurately.
State the date, time, place, persons involved, relevant facts and available supporting material. Avoid speculation and preserve original photographs, messages, receipts, documents or other evidence.
Submit and save the acknowledgement.
Keep the complaint/service-request number, acknowledgement, screenshot or receipt. It may be useful for tracking and follow-up.
For a cognizable offence, follow up for FIR details.
If the information discloses a cognizable offence, the police are required to act in accordance with Section 173 BNSS and other applicable provisions. In an emergency, contact the police immediately rather than relying only on an online form.

Odisha Police citizen services

Odisha Police materials describe its CCTNS-based Citizen Portal as providing services such as lodging complaints, reporting lost property/documents, tracking service requests, downloading FIR copies and final-form copies, and applying for verification or permissions. The exact menu and login process may change, so the official Odisha Police website should be used as the starting point.

Can an FIR be reported electronically?

Yes. Section 173(1) BNSS recognizes information relating to a cognizable offence supplied by electronic communication. This is a significant update from the older CrPC-era wording. The statutory requirements still need to be followed, and merely sending an ordinary online grievance does not automatically mean an FIR number has been generated.

Zero FIR and territorial jurisdiction

Section 173 BNSS states that information relating to a cognizable offence may be given irrespective of the area where the offence was committed. This supports the practical concept commonly referred to as a Zero FIR, under which information can be received first and the matter transferred to the police station having territorial jurisdiction where appropriate.

Emergency and urgent situations

If there is an immediate threat to life, safety or property, contact the police/emergency service promptly or approach the nearest police station. Do not delay urgent reporting merely because an online portal is unavailable.

Frequently asked questions

Is an online Odisha Police complaint automatically an FIR?

No. An online complaint/service request and an FIR are distinct. If the information reveals a cognizable offence, FIR registration is governed by Section 173 BNSS.

Can information about a cognizable offence be given electronically?

Yes. Section 173 BNSS expressly recognizes information given by electronic communication, subject to the requirements of the provision.

Can I get a copy of an FIR through Odisha Police services?

Odisha Police lists download/supply of FIR copies among its citizen services. Availability and the method of access can depend on the current portal and case status.

What should I do if an old Odisha Police citizen-portal link no longer works?

Open the current Odisha Police official website and navigate from there. Government portals are periodically migrated or restructured, so bookmarking the main official domain is safer than relying on an old deep link.
