File a police complaint online with Buxar Police, Bihar. Submit
information about an incident through the official Buxar Police
e-Governance portal and track the complaint as permitted by the
police system.
Residents of Buxar can use the Buxar Police online complaint
facility to submit information or complaints electronically without
necessarily visiting a police station merely to submit the initial
complaint. The facility is intended to make police services more
accessible through the internet.
Important: An online complaint submission is not automatically the
same thing as registration of an FIR. Whether an FIR is registered
depends upon the nature of the information and whether it discloses
a cognizable offence. Under the Bharatiya Nagarik Suraksha Sanhita,
2023 (BNSS), which replaced the Code of Criminal Procedure for most
purposes from 1 July 2024, information relating to a cognizable
offence is dealt with under Section 173.

Does an Online Complaint Automatically Become an FIR?
No. An online complaint and an FIR should not be treated as
identical.
Under Section 173 of the BNSS, 2023, information relating to the
commission of a cognizable offence is subject to the statutory
procedure for recording information by the police. The BNSS also
contains specific provisions concerning information relating to
non-cognizable offences.
Therefore, submitting an online complaint does not by itself
guarantee that an FIR will be generated immediately. The police may
examine the information and take action according to the applicable
law and the nature of the allegations.
For information concerning a cognizable offence, Section 173 of the
BNSS is the relevant statutory provision. The BNSS also provides a
mechanism for approaching the Superintendent of Police and, subject
to the statutory requirements, the Magistrate where information
concerning a cognizable offence is not appropriately acted upon.
What Information Should Be Included in the Complaint?
A complaint should preferably contain complete and factual
information, including:
1. Name and contact details of the complainant.
2. Date and approximate time of the incident.
3. Place where the incident occurred.
4. Names and details of the persons involved, if known.
5. A chronological description of what happened.
6. Details of any loss, injury or damage suffered.
7. Names and contact details of witnesses, if available.
8. Details of documents, photographs, videos or other evidence.
9. Details of any earlier complaint made to the police concerning
the same incident.
10. A clear request for appropriate legal action.
Avoid exaggeration or unsupported allegations. Upload only documents
and information relevant to the complaint.
What If the Complaint Is Not Acted Upon?
If information disclosing a cognizable offence is not appropriately
recorded or acted upon, the BNSS provides further remedies.
Section 173 of the BNSS contains provisions concerning the giving of
information relating to cognizable offences and the subsequent
course of action. The statutory framework also provides for
approaching a superior police officer and, in appropriate
circumstances, seeking an order from the Magistrate.
The precise remedy depends upon the facts of the case and the nature
of the offence. A person should therefore preserve the online
complaint acknowledgement and any correspondence received from the
police.
FIR and Criminal Law After 1 July 2024
The criminal-law framework in India has changed significantly since
1 July 2024.
The principal new criminal laws are:
Bharatiya Nyaya Sanhita, 2023 (BNS) - replacing the Indian Penal
Code for offences covered by the new law.
Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS) - replacing the Code
of Criminal Procedure for criminal procedure.
Bharatiya Sakshya Adhiniyam, 2023 (BSA) - replacing the Indian
Evidence Act for the law of evidence.
Bihar Police itself lists these three new criminal laws on its
official website.
Bihar Police - New Criminal Laws / Acts

Accordingly, older articles referring exclusively to CrPC Section
154 or the Indian Penal Code (IPC) should be read with caution when
dealing with incidents governed by the new criminal-law regime.
